Universal Code of Conduct revised enforcement guidelines vote results
modìficaThe recent community-wide vote on the Universal Code of Conduct revised Enforcement Guidelines has been tallied and scrutinized. Thank you to everyone who participated.
After 3097 voters from 146 Wikimedia communities voted, the results are 76% in support of the Enforcement Guidelines, and 24% in opposition. Statistics for the vote are available. A more detailed summary of comments submitted during the vote will be published soon.
From here, the results and comments collected during this vote will be submitted to the Board of Trustees for their review. The current expectation is that the Board of Trustees review process will complete in March 2023. We will update you when their review process is completed.

Community feedback-cycle about updating the Wikimedia Terms of Use starts
modìficaHello everyone, Wikimedia Foundation Legal Department is organizing a feedback-cycle with community members to discuss updating the Wikimedia Terms of Use.
The Terms of Use (ToU) are the legal terms that govern the use of websites hosted by the Wikimedia Foundation. We will be gathering your feedback on a draft proposal from February through April. The draft will be translated into several languages, with written feedback accepted in any language. This update comes in response to several things:
- Implementing the Universal Code of Conduct
- Updating project text to the Creative Commons BY-SA 4.0 license
- Proposal for better addressing undisclosed paid editing
- Bringing our terms in line with current and recently passed laws affecting the Foundation, including the European Digital Services Act
As part of the feedback cycle two office hours will be held, the first on March 2, the second on April 4.For further information, please consult:

The Wikimedia Foundation tests the switch between its first and secondary data centers. This will make sure that Wikipedia and the other Wikimedia wikis can stay online even after a disaster. To make sure everything is working, the Wikimedia Technology department needs to do a planned test. This test will show if they can reliably switch from one data centre to the other. It requires many teams to prepare for the test and to be available to fix any unexpected problems.
All traffic will switch on 1 March. The test will start at 14:00 UTC.
Unfortunately, because of some limitations in MediaWiki, all editing must stop while the switch is made. We apologize for this disruption, and we are working to minimize it in the future.
You will be able to read, but not edit, all wikis for a short period of time.
- You will not be able to edit for up to an hour on Wednesday 1 March 2023.
- If you try to edit or save during these times, you will see an error message. We hope that no edits will be lost during these minutes, but we can't guarantee it. If you see the error message, then please wait until everything is back to normal. Then you should be able to save your edit. But, we recommend that you make a copy of your changes first, just in case.
Other effects:
- Background jobs will be slower and some may be dropped. Red links might not be updated as quickly as normal. If you create an article that is already linked somewhere else, the link will stay red longer than usual. Some long-running scripts will have to be stopped.
- We expect the code deployments to happen as any other week. However, some case-by-case code freezes could punctually happen if the operation require them afterwards.
- GitLab will be unavailable for about 90 minutes.
This project may be postponed if necessary. You can read the schedule at wikitech.wikimedia.org. Any changes will be announced in the schedule. There will be more notifications about this. A banner will be displayed on all wikis 30 minutes before this operation happens. Please share this information with your community.

Wikimedia Ukraine, in cooperation with the Ministry of Foreign Affairs of Ukraine and Ukrainian Institute, has launched the third edition of writing challenge "Ukraine's Cultural Diplomacy Month", which lasts from 1st until 31st March 2023. The campaign is dedicated to famous Ukrainian artists of cinema, music, literature, architecture, design and cultural phenomena of Ukraine that are now part of world heritage. We accept contribution in every language! The most active contesters will receive prizes.
We invite you to take part and help us improve the coverage of Ukrainian culture on Wikipedia in your language! Also, we plan to set up a banner to notify users of the possibility to participate in such a challenge!

modìficaBoard of Trustees have ratified the UCoC Enforcement Guidelines
modìficaHello all, an important update on the Universal Code of Conduct (UCoC) Enforcement Guidelines:
The vote on the Enforcement Guidelines in January 2023 showed a majority approval of the Enforcement Guidelines. There were 369 comments received and a detailed summary of the comments will be published shortly. Just over three-thousand (3097) voters voted and 76% approved of the Enforcement Guidelines. You can view the vote statistics on Meta-wiki.
As the support increased, this signifies to the Board that the current version has addressed some of the issues indicated during the last review in 2022. The Board of Trustees voted to ratify the Enforcement Guidelines. The resolution can be found on Foundation wiki and you can read more about the process behind the 2023 Enforcement Guidelines review on Diff.
There are some next steps to take with the important recommendations provided by the Enforcement Guidelines. More details will come soon about timelines. Thank you for your interest and participation.

Seeking volunteers for the next step in the Universal Code of Conduct process

As follow-up to the message about the Universal Code of Conduct Enforcement Guidelines by Wikimedia Foundation Board of Trustees Vice Chair, Shani Evenstein Sigalov, I am reaching out about the next steps. I want to bring your attention to the next stage of the Universal Code of Conduct process, which is forming a building committee for the Universal Code of Conduct Coordinating Committee (U4C). I invite community members with experience and deep interest in community health and governance to nominate themselves to be part of the U4C building committee, which needs people who are:
- Community members in good standing
- Knowledgeable about movement community processes, such as, but not limited to, policy drafting, participatory decision making, and application of existing rules and policies on Wikimedia projects
- Aware and appreciative of the diversity of the movement, such as, but not limited to, languages spoken, identity, geography, and project type
- Committed to participate for the entire U4C Building Committee period from mid-May - December 2023
- Comfortable with engaging in difficult, but productive conversations
- Confidently able to communicate in English
The Building Committee shall consist of volunteer community members, affiliate board or staff, and Wikimedia Foundation staff.
The Universal Code of Conduct has been a process strengthened by the skills and knowledge of the community and I look forward to what the U4C Building Committee creates. MinT Machine Translation enabled and plans to deploy Content and Section Translation to Ligurian Wikipedia

The WMF Language team has added a machine translation (MT) system supporting Content Translation for the first time in your Wikipedia called MinT; you can use MinT machine translation when translating Wikipedia articles using the Content Translation tool.
The WMF Language team provides the MinT service. It is hosted in the Wikimedia Foundation Infrastructure with neural machine translation models that other organizations have released with an open-source license. MinT integrates translation based on NLLB-200 and OpusMT and will replace those as separate options. This MT will be set as default in your Wikipedia. Still, you can choose not to use it by selecting "Start with empty paragraph" from the "Initial Translation" dropdown menu.
Since MinT is hosted in the WMF Infrastructure and the models are open source, it adheres to Wikipedia's policies about attribution of rights, your privacy as a user and brand representation. You can find more information about the MinT Machine translation and the models on this page.
Please note that the use of the MinT MT is not compulsory. However, we would want your community to:
- use it to improve the quality of the Machine Translation service
- please provide feedback about the service and its quality, and ask questions about this addition.
Plans to deploy the Content and Section translation tool
Now that you have Machine Translation support in your Wikipedia, We will enable the Content and Section translation by default to your Wikipedia if there are no objections from your community.
The Section Translation extends the capabilities of Content Translation to support mobile devices. On mobile, the tool will:
- Guide you to translate one section at a time in order to expand existing articles or create new ones
- Make it easy to transfer knowledge across languages anytime from your mobile device
After enabling it, we’ll monitor the content created with the tools and process all the feedback. In any case, feel free to try the current implementation of the Section Translation tool in our testing instance and raise any concerns or questions you may already have as a reply to this message or on the project talk page
We trust that introducing this MT is a good support to the Content and Section Translation tool once it is enabled.

For those who run regional Wikipedias (regional languages) things are different. The Genoese (Ligurian) language has built so far no basis for automated translations, and as a matter of fact Chat GPT does not react to Genoese sentences. - Thank you for your feedback. You mentioned: "I would be very grateful for any hints you might give us over this important topic", I am not sure I understand what you mean. However, If you are asking if enabling Section and Content translation in your Wiki will be good for your Wikipedia. Then, one of the advantages of having these tools by default for small wikis is that it will be exposed to more contributors in your Wikipedia. Currently, only 65 articles have been translated into your Wikipedia using the CX tool; with the exposure of this tool, more multilingual contributors in Ligurian Wikipedia can discover the tool and use it to add more content which will help to bridge the knowledge gap in your Wikipedia and give people who would prefer to translate an option to do so with ease rather than starting an article from scratch.
- With the MinT machine translation support now in your Wikipedia, the translation of articles will be more efficient for contributors. Furthermore, it has been proven that translation is an excellent way to introduce newcomers to contributing content in the small Wikis.
- In conclusion, deciding if the tool is right for your Wikipedia is still a choice your community has to make. In my opinion, I don't see any issue with having the tool for your community. If there are concerns with the tool after it is enabled, you can contact us on the content or section translation talk page. I hope the above helps. - We haven't deployed the Section Translation tool yet, but you can test it using this link directly on testwiki. I have created a bug report; please look at the bug report to see if it captures the problem you are experiencing with the tool. - Good evening everyone and @UOzurumba (WMF), I'm here to say that I agree to the translating tool but also, in order to suport it, I recommend a collaboration with someone who has got knowledge in machine translation and linguistics. These people are to be found in the Conseggio pe-o patrimònio linguistico ligure, which is the association for the promotion of the ligurian language. Rezzoc91 (discuscioìn) 23:47, 29 zùg 2023 (CEST)
- @Rezzoc91 Thank you for your feedback; the different initial machine translations are support services for the Content and Section translation tool. The services run on different translation models; some are open source (like MinT), and others are not.
- So, the people you recommended can collaborate with the people working on the models as they provide specific ways you can contribute to their projects. You can also encourage them to use the service to improve it.
- From this conversation, I can see that only @N.Longo objected to having the tool, while others did not. @Luensu1959, @Aereus646, @Giodiassi5 and @Rezzoc91 is it okay for us to enable the tool in Ligurian Wiki? Announcing the new Elections Committee members

We are glad to announce the new members and advisors of the Elections Committee. The Elections Committee assists with the design and implementation of the process to select Community- and Affiliate-Selected trustees for the Wikimedia Foundation Board of Trustees. After an open nomination process, the strongest candidates spoke with the Board and four candidates were asked to join the Elections Committee. Four other candidates were asked to participate as advisors.

This wiki will soon be able to use the inline audio player implemented by the Phonos extension. This is part of fulfilling a wishlist proposal of providing audio links that play on click.
With the inline audio player, you can add text-to-speech audio snippets to wiki pages by simply using a tag:

The above tag will show the text next to a speaker icon, and clicking on it will play the audio instantly without taking you to another page. A common example where you can use this feature is in adding pronunciation to words as illustrated on the English Wiktionary below.

I am pleased to share the next step in the Universal Code of Conduct work. The Universal Code of Conduct Coordinating Committee (U4C) draft charter is now ready for your review.
The Enforcement Guidelines require a Building Committee form to draft a charter that outlines procedures and details for a global committee to be called the Universal Code of Conduct Coordinating Committee (U4C). Over the past few months, the U4C Building Committee worked together as a group to discuss and draft the U4C charter. The U4C Building Committee welcomes feedback about the draft charter now through 22 September 2023. After that date, the U4C Building Committee will revise the charter as needed and a community vote will open shortly afterward.

The Wikimedia Foundation will switch the traffic between its data centers. This will make sure that Wikipedia and the other Wikimedia wikis can stay online even after a disaster. To make sure everything is working, the Wikimedia Technology department needs to do a planned test. This test will show if they can reliably switch from one data centre to the other. It requires many teams to prepare for the test and to be available to fix any unexpected problems.
All traffic will switch on 2023-09-20. The test will start at 14:00 UTC.
Unfortunately, because of some limitations in MediaWiki, all editing must stop while the switch is made. We apologize for this disruption, and we are working to minimize it in the future.
You will be able to read, but not edit, all wikis for a short period of time.
- You will not be able to edit for up to an hour on 2023-09-20.
- If you try to edit or save during these times, you will see an error message. We hope that no edits will be lost during these minutes, but we can't guarantee it. If you see the error message, then please wait until everything is back to normal. Then you should be able to save your edit. But, we recommend that you make a copy of your changes first, just in case.
Other effects:
- Background jobs will be slower and some may be dropped. Red links might not be updated as quickly as normal. If you create an article that is already linked somewhere else, the link will stay red longer than usual. Some long-running scripts will have to be stopped.
- We expect the code deployments to happen as any other week. However, some case-by-case code freezes could punctually happen if the operation require them afterwards.
- GitLab will be unavailable for about 90 minutes.
This project may be postponed if necessary. You can read the schedule at wikitech.wikimedia.org. Any changes will be announced in the schedule. There will be more notifications about this. A banner will be displayed on all wikis 30 minutes before this operation happens. Please share this information with your community.

Coming soon: Reference Previews
modìficaA new feature is coming to your wiki soon: Reference Previews are popups for references. Such popups have existed on wikis as local gadgets for many years. Now there is a central solution, available on all wikis, and consistent with the PagePreviews feature.
Reference Previews will be visible to everyone, including readers. If you don’t want to see them, you can opt out. If you are using the gadgets Reference Tooltips or Navigation Popups, you won’t see Reference Previews unless you disable the gadget.
Reference Previews have been a beta feature on many wikis since 2019, and a default feature on some since 2021. Deployment is planned for November 22.
